Your keynote speaker is Steve Jones, Record-Breaking Wis. High School Football Coach & Best-Selling Author

Culture either happens by design or default. Steve Jones will be discussing how to intentionally create and grow a “winning” culture by developing leaders within your organization. The importance and power of connection, mindset, and servant leadership are specific topics that will be covered in leadership development and cultural growth.

Steve Jones is a leadership coach, consultant, and best-selling author who has helped transform influential leaders and successful cultures. Culture either happens by design or default. Steve challenges individuals to intentionally create and grow a “winning” culture by developing leaders within an organization. He spent eleven seasons as the head football coach at Kimberly High School. During this time, the Papermakers have compiled a 129-9 record including a Wisconsin state record of 70 wins in a row. In his eleven years, Kimberly has won nine conference championships and five consecutive state championships along with one state runner-up finish. Steve has been named the Conference Coach of the Year nine times. He was also named the 2016 and 2017 Associated Press Coach of the Year and has won the WFCA/Packers Coach of the Year three years in a row. Steve was the national runner-up for the Don Shula NFL Coach-of-the-Year. Steve has received numerous awards for his leadership and positive influence. Steve has worked with numerous leading organizations like The Green Bay Packers, Verizon, Xerox, Kimberly-Clark, Bergstrom Automotive, and Stryker Medical. Steve taught three different leadership courses at Kimberly High School for thirteen years.

In this session we will cover all aspects of capital planning from the development of a five or ten year plan for major maintenance, energy, security, etc. to planning of new schools or additions. Your presenters will discuss how to prioritize projects as well as identifying funding sources, managing tax impact, and understanding debt retirement schedules. They will also discuss formulating a communication plan to present your plan to the Superintendent, School Board and general public. Finally, they will cover potential resources to help you in the overall capital planning process.

As School management teams look toward the growth and future maintenance of their district’s facilities, you may have concerns regarding the impact the economy has on the current financing and construction environment. The most significant of those concerns could include sharply rising interest rates, construction costs, elongated lead times for materials, and general instability of labor and material availability. In this presentation, Baird & JP Cullen will examine the present state of the municipal bond market and construction industry. We will discuss strategies for preparing for referendum in the face of this volatile economy – outlining where the costs have been and predictions on where they’re headed. We will discuss some causes of supply chain disruptions in the industry and the effect they have on your future projects. Lastly, we’ll share with you some of our recommendations and risk mitigation strategies to allow you to confidently plan to meet your capital needs.

With the passage of many facility referenda, Wisconsin facility managers have been tasked with oversight of billions of dollars in construction projects over the last decade. A facility manager's role in each of these projects can differ, but trust that you will be expected to lead, and that large projects can consume a facility manager for years at a time. This course is designed to give a brief overview of the stages of a referendum, from planning, through execution. We will review some pitfalls to avoid as well as opportunities that will present themselves.

We will review the elements of effective communication and personal contacts, identify the key components to gaining trust and respect from others, and getting your message out and understood. We will also discuss ways to counteract misinformation and correct false rumors before they become widespread, as well as how to react to complaints about you and/or your staff.

School districts must regularly inspect and perform proper maintenance on all storm water management devices to reduce waterway pollutants and comply with local and state regulations. Erosion, structure obstructions, and undesirable plant growth can all cause your ponds and bioretention basins to perform poorly and leave you with high maintenance costs. In this session, Peter Wood from the WDNR will review storm water regulations. Then, using New Berlin School District as a case study, Mark Bruns from Ruekert & Mielke, Inc. will share how to perform storm water device inspections and silt dept surveys to identify common impairments. You’ll leave knowing best practices for inspecting and maintaining your storm water devices.

This presentation summarizes regulations, legislation, and recommendations regarding drinking water in schools. Specifically, schools supplied by groundwater wells. The presentation reviews the EPA’s Safe Drinking Water Act (SDWA) and the sampling requirements, broken down by contaminant, for a system on an average DNR monitoring schedule. This includes lead and copper, volatile organic contaminants (VOCs), inorganic contaminants (IOCs) and PFAS. Over the past couple of years, new SDWA initiatives and programs have been enacted to add or change maximum contaminant levels for PFAs and lead in drinking water. These changes are thoroughly explained and reviewed, to help schools feel prepared and educated about their water systems.

The Inflation Reduction Act (IRA) offers unique opportunities for state and local governments and schools. This session will highlight specifics in the IRA that Wisconsin School Business Officials can financially benefit from as they look at certain pending projects and procurements. Panelists will identify special tax credits available under the IRA, current status of federal regulations relating to the IRA, and provide some case studies of projects that are being considered and undertaken to realize these significant tax credits (rebates) for the school districts. This session will further connect the planning for these tax credits with long-term strategic approaches to funding energy projects and capital improvements while maintaining awareness of all funding opportunities available, all leading towards wise utilization of funds, debt, or other sources to accomplish your goals and needs.
