With the passage of many facility referenda, Wisconsin facility managers have been tasked with oversight of billions of dollars in construction projects over the last decade. A facility manager's role in each of these projects can differ, but trust that you will be expected to lead, and that large projects can consume a facility manager for years at a time. School districts must regularly inspect and perform proper maintenance on all storm water management devices to reduce waterway pollutants and comply with local and state regulations. Erosion, structure obstructions, and undesirable plant growth can all cause your ponds and bioretention basins to perform poorly and leave you with high maintenance costs. In this session, Peter Wood from the WDNR will review storm water regulations. Then, using New Berlin School District as a case study, Mark Bruns from Ruekert & Mielke, Inc. will share how to perform storm water device inspections and silt dept surveys to identify common impairments. You’ll leave knowing best practices for inspecting and maintaining your storm water devices.

This presentation summarizes regulations, legislation, and recommendations regarding drinking water in schools. Specifically, schools supplied by groundwater wells. The presentation reviews the EPA’s Safe Drinking Water Act (SDWA) and the sampling requirements, broken down by contaminant, for a system on an average DNR monitoring schedule. This includes lead and copper, volatile organic contaminants (VOCs), inorganic contaminants (IOCs) and PFAS. Over the past couple of years, new SDWA initiatives and programs have been enacted to add or change maximum contaminant levels for PFAs and lead in drinking water. These changes are thoroughly explained and reviewed, to help schools feel prepared and educated about their water systems.

The Inflation Reduction Act (IRA) offers unique opportunities for state and local governments and schools. This session will highlight specifics in the IRA that Wisconsin School Business Officials can financially benefit from as they look at certain pending projects and procurements. Panelists will identify special tax credits available under the IRA, current status of federal regulations relating to the IRA, and provide some case studies of projects that are being considered and undertaken to realize these significant tax credits (rebates) for the school districts.
