DPI will be publishing and reporting to the U.S. Department of Education our first set of school level per-pupil expenditure data for 2018-19, as required by the Every Student Succeeds Act (ESSA), on November 19, 2020. How are we rolling out this release? What do you need to know as business managers to ensure you are familiar and comfortable with the data being released? This session will discuss the next phase of this reporting requirement that has been in the works for four years.

This proposed bill requires all K-12 schools that receive public funding to test all sources of drinking water, known as potable water, for lead contamination. This proposed regulation is gaining momentum and will likely be pushed through in the near future. This course will look at the current regulatory requirements for testing drinking water, and how they relate to the proposed legislation. A summary of likely requirements for sampling all K-12 schools drinking water will be offered. In addition, a representative from a school district who has conducted water sampling district-wide will share their experience with the testing procedures, lab results and the response to elevated levels that were taken, as well as the best way to communicate the sampling and results. If you are considering pro-active sampling, this course will prepare you.

The Governmental Accounting Standards Board (GASB) continues to issue significant guidance that districts must follow to conform with Generally Accepted Accounting Principles (GAAP). This session will provide a brief overview of recently issued GASB Statements, including Statement 84 (Fiduciary Funds), Statement 87 (Leases), and related Implementation Guides. This session will also review current GASB projects, including potential changes to the financial reporting model, revenue and expense recognition, and note disclosures.

The 2020-21 school year will be an “open beta” for WISEdata Finance, an opportunity for school business professionals, software vendors, and the DPI School Financial Services Team to begin accessing and working with the system directly. Learn about goals and next steps as we prepare for the formal statewide launch of WISEdata Finance in the fall of 2021.

A better understanding of how the system works can help a school district manage workers compensation costs and save on insurance premium. This is a broad overview of the workers compensation system and will review what constitutes a compensable claim, what benefits can be paid, and how disputes are litigated. Common pitfalls to avoid and other legal issues will also be discussed. This session will provide information about the many areas that need proactive forethought in coming to decisions about a school district’s cash reserve (fund balance) as it relates to its long-term financial health (including policies). The presenters will address sustainability and preplanned balances that protect programs, both instructional and non-instructional. Ideas will be shared on how to be transparent and thoughtful in discussing this issue as relationships are built with local citizens and state legislators. The new DPI unassigned fund balance accounts will also be explained.
