According to the World Health Organization, depression and anxiety cost the global economy more than $1 trillion in lost productivity annually. More and more districts are recognizing the challenges that mental health conditions, especially if untreated, can cause in the workplace. So what can be done? Please join us for a practical discussion where we will present strategies for supporting employees with mental health conditions, providing reasonable accommodations and reducing the stigma associated with mental health. We’ll also specifically address common legal pitfalls when complying with ADA, FMLA and other leave/accommodation laws.

As of July 1, 2015, all subrecipients of Federal funds - such as those awarded under IDEA and Title I - were to have in place written procedures regarding cost management and verifying allowable costs in relation to those funds. For many school districts, the procedures existed in some fashion, but the written part needs to be fulfilled. These written procedures are monitored by DPI and audited by school district auditors. This session will briefly review the requirements before delving deeper by examining real examples submitted to DPI with the expectation that participants will gain a greater understanding of what constitutes compliant written procedures.

For those of you that have been through it, the process of issuing debt seems onerous – meetings, conference calls, paperwork, signatures, and a mountain of paper. While the pre-issuance process certainly involves many steps, post-issuance compliance is multifaceted as well. In this session, we will discuss the essential aspects of post-issuance compliance including spend down requirements, arbitrage/rebate calculations, continuing disclosure, and ensuring timely payment of debt service to avoid default. These topics are particularly relevant in the rapidly changing interest rate and regulatory environment.

Schools face a dilemma. On one hand, students must be protected and have access to computing resources. On the other hand, students themselves can be a threat to network security. How do schools protect their systems from these inquisitive students? We will discuss a threat model for schools from the experience of someone who was once a student network threat, then became a security analyst for a school, and is now a cybersecurity specialist that works with schools to strengthen their security.

As this unusual year goes on, pandemic-related issues continue to arise and important lessons we have learned should guide each school district’s planning for the future. We will discuss ongoing controversies and current hot topics related to face mask policies, employee safety grievances, planning for staff quarantines, and responding to employee leaves, telework or other accommodation requests.  And, we will help your school district plan for the rest of the year and beyond, including how to effectively evaluate staff in a virtual or hybrid environment, preparing for potential non-renewals, and key contract provisions to include moving forward.

Sending out a request for proposal (RFP) is a pretty standard operating procedure for many school districts. Whether you are requesting architectural services, or even website design services, all school districts will, at some time, solicit RFPs from professional service organizations. To help you write yours, we compiled a handy list of key points, best practices, and outlined the typical RFP process. Every Federal grant within the WISEgrants web portal has been designed to help the subrecipient meet both the allowable costs requirements under each Federal program and the Wisconsin Uniform Financial Accounting Requirements. The Wisconsin Alliance is a group of Districts that have joined the Student Data Privacy Consortium through the DPI.  This consortium offers two tools at no cost to districts:  1) Sample contract language to use with vendors to provide a legal and consistent expectation for student data privacy and 2) A list of apps that meet the standards established and defined in the sample contract. You will leave this session knowing the criteria for selecting apps as well as who you can work with around the state when purchasing, selecting and negotiating software purchases.  If you don’t already have access to the consortium, we will also help you gain access to the resources.

The recently-enacted SECURE Act and the CARES Act have brought significant changes to retirement plans in 2020. A school district’s transportation agreement governs one of the school district’s most significant relationships.  By its nature, the transportation agreement not only represents the means of compliance by the school district with its legal obligation to transport students to school, but also involves a significant annual expenditure by the school district and relates to aspects of student safety.  With the onset of the pandemic and its impact on the transportation needs of school districts, stresses have been placed upon this important contractual relationship.  This session will highlight some of the significant issues to be addressed in negotiating transportation agreements, including considerations related to the impact of the Covid-19 pandemic on contractual relationships.

DPI will be publishing and reporting to the U.S. Department of Education our first set of school level per-pupil expenditure data for 2018-19, as required by the Every Student Succeeds Act (ESSA), on November 19, 2020. This proposed bill requires all K-12 schools that receive public funding to test all sources of drinking water, known as potable water, for lead contamination. This proposed regulation is gaining momentum and will likely be pushed through in the near future. This course will look at the current regulatory requirements for testing drinking water, and how they relate to the proposed legislation. A summary of likely requirements for sampling all K-12 schools drinking water will be offered. In addition, a representative from a school district who has conducted water sampling district-wide will share their experience with the testing procedures, lab results and the response to elevated levels that were taken, as well as the best way to communicate the sampling and results. If you are considering pro-active sampling, this course will prepare you.

The Governmental Accounting Standards Board (GASB) continues to issue significant guidance that districts must follow to conform with Generally Accepted Accounting Principles (GAAP). This session will provide a brief overview of recently issued GASB Statements, including Statement 84 (Fiduciary Funds), Statement 87 (Leases), and related Implementation Guides.  This session will also review current GASB projects, including potential changes to the financial reporting model, revenue and expense recognition, and note disclosures.

A better understanding of how the system works can help a school district manage workers compensation costs and save on insurance premium.   This is a broad overview of the workers compensation system and will review what constitutes a compensable claim, what benefits can be paid, and how disputes are litigated.  Common pitfalls to avoid and other legal issues will also be discussed.  Attendees will have information they can immediately use to review how well their district is managing their worker’s compensation exposure.

This session will provide information about the many areas that need proactive forethought in coming to decisions about a school district’s cash reserve (fund balance) as it relates to its long-term financial health (including policies). The presenters will address sustainability and preplanned balances that protect programs, both instructional and non-instructional. Ideas will be shared on how to be transparent and thoughtful in discussing this issue as relationships are built with local citizens and state legislators.
