On Friday, we celebrate and honor the recipients of the WASBO Mike Roshar Shining Star and Tina Hafeman Friend of WASBO awards. Attendees will also delve into over 40 breakout sessions in tracks for Human Resources, Best Practices/Money Savings/Innovative Solutions, Facilities Core Certification Module 4 Maintenance & Operations and Module 5 Facility Life Cycle & Budgeting, Facilities Certification Continuing Education, New Administrator/Year of Success and Leadership. Participants will return to their districts prepared to implement the philosophies learned from their colleagues. Register today!

Can we buy dinner for employees who are working late to help with a big project without having to tax employees on the value of the meal? Do we have to report the $20 stipend a teacher receives for completing a Department of Education survey? Fringe benefits are being used more frequently to enhance the workplace and add value to compensation programs. From nap pods to student loan support, employers are evaluating fringe benefit options to help attract and retain great employees. School districts can avoid losing value in these programs if they know the tax implications up front. This session will provide a fast-paced discussion of the rules regarding the tax status of non-plan fringe benefits and other items of value in the workplace. Audience members will test their knowledge of the IRS fringe benefit tax rules with a quiz and will receive a quick reference chart with tax rules for the most common fringe benefits.

Liability waivers are often used as a way to protect a school district from liability and litigation. But how good are they? Review legal requirements for communicating with employees about reasonable accommodations, discrimination and harassment investigations and employee discipline/termination of employment. The session will provide guidance on how to conduct a reasonable accommodation interview, how to respond to an employee report of discrimination or harassment and how to interview an employee who is under investigation for misconduct, including issuance of a Garrity warning. The session will include live demonstrations with volunteers from the audience using fact simulations from recent court cases and school district experience. Audience members will have the opportunity to participate and to test their knowledge of the legal requirements in these complex and sometimes difficult situations. Moderators will share tools and guidelines for situation analysis and best practices.

However, right now, there is a shortage of quality officials, and this shortage continues to grow. This session will be more of a discussion for business officials to learn more about the "business" of being an official, as well as for officials to learn more about how to make the life of the business official easier as the various seasons come and go. Over 10,000 Americans are reaching the age of Medicare eligibility (general age 65) each day. Often these individuals are deciding to remain employed full-time yet overlook their Medicare opportunity. This session is designed to help district personnel understand more about Medicare so you can help employees navigate the road of options available. There are pitfalls to watch for in terms of Medicare and HSAs as well as prescription drug issues. In addition to employees who are becoming Medicare eligible, schools have employees whose parents are becoming Medicare eligible and they don’t know where to turn. Following this session, attendees will have the resources they need to point people in the right direction.

Participants will learn how the School District of Menomonee Falls created the concept of the Innovation Center which provides students the opportunity to develop valuable manufacturing, engineering, and construction skills. The district developed and implemented innovative programs in partnerships designed to increase student access and learning in STEM and increase the pipeline of students successfully pursuing postsecondary study in STEM. The district has built collaborative networks with partners and their local community to improve STEM education and prepare students for future career opportunities. Design Concept: The traditional Tech Ed department – separate, single-discipline labs for metal, woods and autos, was re-designed to create a single multi-discipline lab that one staff member could supervise. PLTW classrooms/lab were relocated around the tech lab create an “Innovation Center” and for students and instructors to benefit from shared resources and spaces. Natural light was brought in from the exterior and borrowed light was used between the multi-discipline lab and the PLTW classrooms. Transparency between the lab and surrounding classrooms further emphasizing the collaborative natural and the ability for staff to serve more students.

This course beings with an analysis of past incidents of violence against students and staff in educational environments. The analysis focuses on the perpetrators of the attacks and the effectiveness of the security measures existing at that time. A review of FBI & CDC reports on school violence is used to demonstrate likely perpetrators of future attacks and the standard response by school personnel. OSHA considerations are reviewed for best practices for preventing workplace violence and the applicability of recommendations to the school setting. The course concludes with a discussion on the most effective approach to improving the security profile in our schools and classrooms.

The contracts schools are signing, require the district’s insurance to respond first. But it should not be that way. Before signing a contract, school district administrators and board members need to be familiar with important risk management terms to ensure that third-parties and general contractors in particular, are not unnecessarily transferring a significant portion of their risk to the school district. WASB Organizational Consultants work as partners with school districts to build and strengthen trust between school board members and administrators as they work to provide excellence in education. One method that has proven helpful is to provide an assessment of the roles and responsibilities of staff utilizing a matrix developed specifically for school districts. This process can include a review and analysis of current districtwide and detailed central office department organizational charts and job descriptions as well as a review of current district organizational structures and reporting relationships. This session will outline the process, provide an overview of the matrix and discuss how it can be used to update staffing levels and position descriptions.

The revenue limit worksheet for 2017-2018, will have a four pages in-place of two pages, with larger print. As this is the first year of the state’s 2017-19 budget, information regarding changes in the Revenue Limit process will be provided to the level DPI has confirmation based on state laws. Districts with Energy Efficiency Exemptions will need to spend time on the fourth page. We will cover your school district’s revenue limit calculations with the information we have to date. We will walk you through the steps you need to follow to complete your revenue limit calculation and help you understand how the spreadsheet works. Participants are STRONGLY encouraged to bring laptops. You will have the opportunity to work on your district’s revenue limit worksheet during the session.

Come and hear how Wisconsin Dells School District obtained financial support for almost half of their High School project from local municipalities. Hear from the Spencer school District who successfully secured a FEMA grant to fund a large portion of their facility project. These stories will be complemented by a review of all of the ins and outs of Wisconsin school referenda. This session will inform attendees on how to reduce the problem of educator sexual abuse of students that affects almost ten percent of students during their K-12 school career. In Wisconsin, this misconduct has been by classroom teachers, coaches, school counselors, bus drivers, building custodians, playground supervisors and administrators. Solutions on how to reduce and eliminate these instances will be provided through prevention instead of reactionary risk management. Districts hear a lot about strategies to pass a referendum but not a lot about what happens after a successful referendum. This session will focus on what the business office and buildings & grounds department will need to know in order to navigate through the borrowing of debt, the design and construction processes. You will hear from bond counsel and a financial advisor on strategies for borrowing debt, an architect on the design process and a construction manager on the construction process. You will learn strategies for due diligence and ratings calls, effective ways to get input on design and furniture/equipment requests, how to manage the project budget and the best ways for completing the construction with minimal impact on student learning.

With the passage of many facility referenda, Wisconsin facility managers have been tasked with oversight of billions of dollars in construction projects over the last decade. A facility manager's role in each of these projects can differ, but trust that you will be expected to lead, and that large projects can consume a facility manager for years at a time. This course is designed to give a brief overview of the stages of a referendum, from planning, through execution. We will review some pitfalls to avoid as well as opportunities that will present themselves.

As of July 1, 2015, all subrecipients of Federal funds - such as those awarded under IDEA and Title I - were to have in place written procedures regarding cost management and verifying allowable costs in relation to those funds. For many school districts, the procedures existed in some fashion, but the written part needs to be fulfilled. These written procedures are monitored by DPI and audited by school district auditors. This session will briefly review the requirements before delving deeper by examining real examples submitted to DPI with the expectation that participants will gain a greater understanding of what constitutes compliant written procedures.

Building automation systems are a “tool” to be used to improve occupant comfort, building efficiency and productivity.  User eXperience is defined as the overall experience of a person using a product such as a website or computer application, especially in terms of how easy or pleasing it is to use.  In order to optimize the User eXperience, data/content must be delivered in a way that the end-user can not only relate to but find a joy to use; delivering the convenience, benefits and aesthetics users desire. Since the graphical user interface (GUI) is the main method by which users access their building automation systems, it is an enormous influence on the overall satisfaction building operators have with their building automation systems.  An intuitive GUI makes for a smooth, unobstructed User eXperience, while a poorly laid-out GUI with plenty of clutter confuses and frustrates users, resulting in systems that are under-utilized to improve occupant comfort, building efficiency and productivity. Today Web browsers can utilize the hardware resources found in graphics cards, and with the advancement of HTML5, the building automation system industry is seeing user interface advancements that most of us could not have imagined a decade ago.  User interfaces can be personalized for individual needs, contributing to productivity and further improving the work environment.  It is incumbent upon facility managers to select a building automation solution that optimizes the User eXperience rather then providing the same old, time-worn graphical user interface.  As technologies have advanced and new technologies have emerged, it is interesting to see how technology is leveraged in different ways to provide real value to building operators.

Learn how the Cedarburg School District (CSD) developed their Long-Range Master Plan (LRMP) to identify and confirm teaching and learning needs to achieve CSD’s vision: to be a premier school district in the country, now and in 5, 10 and 25 years. The LRMP process included a multi-faceted approach to assess the conditions of all the CSD buildings and educational programming to ensure the facilities aligned with current and future curricula. As the youngest CSD students will graduate into the job market of 2031 and beyond, it was imperative to listen to teachers, parents, students, alumni and community to understand their perspectives and thoughts on the evolution of teaching and learning, and how physical learning spaces influence curriculum goals. Our team will share with you the end-product of months of research, community input and strategic planning… all boiled down into a 29-page LRMP that the District’s leadership and community will use as their guide for years to come.
