Is a five dollar school supply gift card reportable income to the employee? What about Friday coffee and doughnuts? Can we buy dinner for employees who are working late to help with a big project without having to tax employees on the value of the meal? Do we have to report the $20 stipend a teacher receives for completing a Department of Education survey? Fringe benefits are being used more frequently to enhance the workplace and add value to compensation programs. From nap pods to student loan support, employers are evaluating fringe benefit options to help attract and retain great employees. School districts can avoid losing value in these programs if they know the tax implications up front. This session will provide a fast-paced discussion of the rules regarding the tax status of non-plan fringe benefits and other items of value in the workplace. Audience members will test their knowledge of the IRS fringe benefit tax rules with a quiz and will receive a quick reference chart with tax rules for the most common fringe benefits.

Too often a new business administrator (or new employee, in general) is entirely focused on mastering the existing job while missing immediate opportunities to improve their newly acquired position. This session will give both new and experienced business administrators insights into opportunities for continuous improvement in their respective districts. Learn how new employees, because they are the least knowledgeable on their first day, might be the most valuable of all when it comes to improving the processes and procedures of their districts.

Developing fair bid documents can be a tough process. In this process you'll get an inside look as to how contractors view bid documents, where they look for loop holes, how a school can close those loop holes, and create a fair bid that will get the school exactly what they want. We will look specifically at a Lighting Bid document, but the thought process and ideas shared can be transferable to any other project.

Liability waivers are often used as a way to protect a school district from liability and litigation. But how good are they? This is a review of Wisconsin case law and some examples, and will review what is required for a liability waiver to be potentially enforceable. Review legal requirements for communicating with employees about reasonable accommodations, discrimination and harassment investigations and employee discipline/termination of employment. The session will provide guidance on how to conduct a reasonable accommodation interview, how to respond to an employee report of discrimination or harassment and how to interview an employee who is under investigation for misconduct, including issuance of a Garrity warning. The session will include live demonstrations with volunteers from the audience using fact simulations from recent court cases and school district experience. Audience members will have the opportunity to participate and to test their knowledge of the legal requirements in these complex and sometimes difficult situations. Moderators will share tools and guidelines for situation analysis and best practices.

This session will highlight the deadlines and reporting processes for those activities happening in the business office during the fall such as Third Friday counts, Revenue Limit calculations, notification of state aid, notification of property values, certifying the levy, filing the budget report and the annual report. Interscholastic athletics are a large part of the culture of Wisconsin schools. These contests all require officials to ensure safety, fair competition, and good sportsmanship. However, right now, there is a shortage of quality officials, and this shortage continues to grow. This session will be more of a discussion for business officials to learn more about the "business" of being an official, as well as for officials to learn more about how to make the life of the business official easier as the various seasons come and go. To prepare effectively, we may want to survey WASBO members to get a better understanding of their challenges with officials and how they work with school districts.

Over 10,000 Americans are reaching the age of Medicare eligibility (general age 65) each day. Often these individuals are deciding to remain employed full-time yet overlook their Medicare opportunity. This session is designed to help district personnel understand more about Medicare so you can help employees navigate the road of options available. There are pitfalls to watch for in terms of Medicare and HSAs as well as prescription drug issues. In addition to employees who are becoming Medicare eligible, schools have employees whose parents are becoming Medicare eligible and they don’t know where to turn. Following this session, attendees will have the resources they need to point people in the right direction.

This session will provide information about the many areas that need proactive forethought in coming to decisions about a school district’s cash reserve (fund balance) as it relates to its long-term financial health (including policies). The presenters will address sustainability and preplanned balances that protect programs, both instructional and non-instructional. Ideas will be shared on how to be transparent and thoughtful in discussing this issue as relationships are built with local citizens and state legislators. The new DPI unassigned fund balance accounts will also be explained.

Administration in this capacity is governed by many legal components, including federal and state statutes, federal and state regulations, and judicial interpretations of such. This presentation will review the legal aspects of hiring, labor relations, employment relations, discipline, termination, and post-termination. Attendees will be encouraged to ask questions throughout the presentation, and should leave with increased confidence in dealing with human resources issues.

Participants will learn how the School District of Menomonee Falls created the concept of the Innovation Center which provides students the opportunity to develop valuable manufacturing, engineering, and construction skills. The district developed and implemented innovative programs in partnerships designed to increase student access and learning in STEM and increase the pipeline of students successfully pursuing postsecondary study in STEM. The district has built collaborative networks with partners and their local community to improve STEM education and prepare students for future career opportunities. Design Concept: The traditional Tech Ed department – separate, single-discipline labs for metal, woods and autos, was re-designed to create a single multi-discipline lab that one staff member could supervise. PLTW classrooms/lab were relocated around the tech lab create an “Innovation Center” and for students and instructors to benefit from shared resources and spaces. Natural light was brought in from the exterior and borrowed light was used between the multi-discipline lab and the PLTW classrooms. Transparency between the lab and surrounding classrooms further emphasizing the collaborative natural and the ability for staff to serve more students.

This course beings with an analysis of past incidents of violence against students and staff in educational environments. The analysis focuses on the perpetrators of the attacks and the effectiveness of the security measures existing at that time. A review of FBI & CDC reports on school violence is used to demonstrate likely perpetrators of future attacks and the standard response by school personnel. OSHA considerations are reviewed for best practices for preventing workplace violence and the applicability of recommendations to the school setting. The course concludes with a discussion on the most effective approach to improving the security profile in our schools and classrooms.

The contracts schools are signing, require the district’s insurance to respond first. But it should not be that way. Before signing a contract, school district administrators and board members need to be familiar with important risk management terms to ensure that third-parties and general contractors in particular, are not unnecessarily transferring a significant portion of their risk to the school district. WASB Organizational Consultants work as partners with school districts to build and strengthen trust between school board members and administrators as they work to provide excellence in education. One method that has proven helpful is to provide an assessment of the roles and responsibilities of staff utilizing a matrix developed specifically for school districts. This process can include a review and analysis of current districtwide and detailed central office department organizational charts and job descriptions as well as a review of current district organizational structures and reporting relationships. This session will outline the process, provide an overview of the matrix and discuss how it can be used to update staffing levels and position descriptions.

The revenue limit worksheet for 2017-2018, will have a four pages in-place of two pages, with larger print. As this is the first year of the state’s 2017-19 budget, information regarding changes in the Revenue Limit process will be provided to the level DPI has confirmation based on state laws. Districts with Energy Efficiency Exemptions will need to spend time on the fourth page. We will cover your school district’s revenue limit calculations with the information we have to date. We will walk you through the steps you need to follow to complete your revenue limit calculation and help you understand how the spreadsheet works. Participants are STRONGLY encouraged to bring laptops. You will have the opportunity to work on your district’s revenue limit worksheet during the session.

You may know that getting a referendum passed in Wisconsin takes hard work and creativity. Come and hear how Wisconsin Dells School District obtained financial support for almost half of their High School project from local municipalities. Hear from the Spencer school District who successfully secured a FEMA grant to fund a large portion of their facility project. These stories will be complemented by a review of all of the ins and outs of Wisconsin school referenda. Baird experts will take a deep dive into other case studies that show how to determine operational referenda amounts, and various ways to use those funds to minimize costs and maximize benefits, even for facility projects. Finally we will look at creative communication techniques and community involvement ideas for informational campaigns.
