WASBO, in conjunction with the Fall Conference Planning committee, is pleased to present the 2022 WASBO Foundation Fall Conference on October 6-7 at The Osthoff in Elkhart Lake. This conference is geared toward all roles. We encourage Bookkeepers, Facilities Directors, Accounting, Business Managers as well as Service Affiliates to attend.

Executive Director Mike Barry will begin with the importance of WASBO's role and influence in public education advocacy. He'll introduce WASBO's Research Director, Anne Chapman and new SAA Executive Director, Dee Pettack. Anne will discuss the current state of school finance in the context of the upcoming biennial state budget. Dee will address the SAA's legislative priorities, DPI's budget proposal, the November election, and the need for fresh advocacy strategies. Both Anne and Dee will lay the groundwork for state-level advocacy efforts, giving you a chance to align and communicate your specific needs at the local level. You are not in this alone! Plan to attend and build your skills and understanding to advocate for your students.

WISEdata Finance (WDF) and the Wisconsin School Finance Portal (WiSFiP) are DPI's next-generation financial reporting system for school districts and other local education agencies (LEAs). As we complete the transition to WISEdata Finance over the next year, WiSFiP will be developed and expanded, as reports in the existing School Financial Services reporting portal (SAFR) are retired. The SFS Team will provide updates on the status of the transition to new systems and future development.

This session will provide information about the many areas that need proactive forethought in coming to decisions about a school district’s cash reserve (fund balance) as it relates to its long-term financial health (including policies). The presenters will address sustainability and preplanned balances that protect programs, both instructional and non-instructional. Ideas will be shared on how to be transparent and thoughtful in discussing this issue as relationships are built with local citizens and state legislators. The new DPI unassigned fund balance accounts will also be explained.

Your presenter will help you determine the proper staffing levels for your school district. You will receive examples of cleaning questions to determine the proper level of cleaning for your school district; these questions can be modified to fit your districts’ needs and usage. Attendees will also receive spreadsheets that you can use to collect your data and input. These sheets will calculate your cleaning time to help you determine if you are overstaffed or understaffed.

A School District’s Rights and Responsibilities In Regard to Worker’s Compensation Claims Involving School District Employees. During this session, Attorney Shana Lewis and M3 Senior WC Claim Specialist Eric Brown will review a school district’s role, rights, and responsibilities, as employer in a worker’s compensation claim, at each step of the claim. Ultimately, the decision to seek WELL certification as part of a construction project is at the discretion of the property owner, but our team will assist in understanding the benefits to building well and the steps to get started.

The public understands there was a large one-time investment of federal funds in education through coronavirus legislation. There was conflicting messaging, however, about how the funds should be used. One message is to use the one-time funds to address learning loss due to the disruption of in-person learning and to address COVID school expenses. Another message is there is plenty of federal funding and no revenue limit increases or per pupil aid increases are necessary for the current two-year biennium. There was a wide variance in this one-time funding on a per-pupil basis due to the federal allocation method for ESSER and other federal monies. Each district came up with its own plan to address learning loss, cover COVID expenses, and deal with local budgeting under no state/local increases per student. All districts face a high degree of uncertainty as we approach 2023-24 and beyond due as planning the resolution of the fiscal cliff is not known. While there are a few common themes, each district will have its own story to share with its constituents. This session will discuss the common themes and four panelists will share their stories and plans to address 2023-24 and beyond. We invite audience discussion and participation. It will be important for school business officials to tell their district’s stories as we navigate beyond ESSER and other one-time funding.

Now, more than ever, school districts are tasked with finding ways to “do more with less” (an impossible ask, by the way).
