WASBO University: Understanding WI's Public Ed. Landscape

The WASBO University Accounting Certificate program consists of four courses, each providing approximately twenty hours of instruction over a four-week, one-month period.  All four courses are required to earn the Accounting Certificate.  The courses may be taken all in one year or spread out over multiple years.

More than half of Wisconsin school districts have less than 1,000 students and do not employ a licensed school business manager. WASBO conference data suggests that many school business office professionals (SBOPs) in small/rural settings do not have convenient access to professional development tailored to the profession. Beyond the small/rural market, the intended audience also includes business office specialists (e.g. payroll or accounts payable) who wish to explore a career in school business management, or simply want to learn and grow in their present role.

Course 1: Understanding Wisconsin’s Public Education Landscape

This course will be offered virtually from 9:30-11:30 AM each Tuesday and Thursday from January 3-26, 2023

The first of four courses is a practical, need-to-know guide to the legal and financial environment for school districts, with deep dives into the annual work cycle of the business office, the critical importance of internal controls, and an introduction to WUFAR, the language of Wisconsin school finance. Essential topics include:

  • State, local and federal roles in public education
  • School district leadership and role f the business office
  • District Policy Framework
  • Financial leadership in Wisconsin school district
  • Ethical framework in the Wisconsin public sector
  • Overview of the annual school business work cycle
  • Understanding internal controls and developing an internal controls mindset
  • The public facing business office
  • WUFAR - The Foundation of All Financial Recording and Reporting
