For most school districts, ESSER funding will impact budget forecasting for years to come. Some districts may simply utilize funds to cover COVID-19 related expenses, including PPE, health supplies, staffing to address learning loss, and additional technology to support remote learning. In order to provide your students and staff with the best learning environment possible, you have to look to the future. What type of environments will students experience in college or at their future workplaces? Questions like that informed the decision making process for the Gibraltar School District and our design team as we renovated a large portion of their existing facility, including the IMC and high school classrooms. Creating a modern learning environment that promotes flexibility and collaboration within an existing building footprint can present challenges, and our presentation will discuss how we overcame challenges to modernize the physical learning space in a 20th century building.

Have you filed your form SBD-10710A “Summary of Work-Related Injuries and Illness?” If not, you should expect a visit from your friendly DSPS enforcement inspector! Under SPS 332.205, each employer shall report work-related injuries and illnesses to the department for the previous year by March 1 of each year. The report shall be made on Form SBD-10710 or the equivalent OSHA Form 300A. This course will inform you of how DSPS prioritizes districts to inspect and how to properly prepare for a DSPS compliance inspection. You will learn of the documentation required for the audit. A school professional that has participated in a recent audit will share the actual steps taken to prepare for the documentation audit, as well as the facility walk-through. In addition, the course will walk you through the actual procedures for the audit and inform you how to respond initially and following the audit.

You may often wonder if it is worth the effort to put a fine point on your district’s cash flow projections. In this session, we will focus on the benefits of a well thought out cash flow analysis and how it might impact your bottom line with increased opportunity for investment income. Additionally, if your school district does an annual cash flow borrowing, a fine-tuned cash flow will lead to optimizing that borrowing amount. We will also discuss the process for various cash flow borrowing techniques including issuing TRANs, Lines of Credit, or other borrowing arrangements.

So much effort is given towards the first 95% of a capital project – securing the funding, hiring a design and construction team, managing the design process, getting plan approvals and building permits, overseeing the construction of the school, outfitting the building with furniture, fixtures and equipment, opening the school, and keeping your school board informed throughout the process. Too many times the last 5% of the project, those tasks that happen after substantial completion and opening the school, are either rushed, procrastinated or ignored. This session will help you better understand all of those tasks, how to accomplish them, and the benefits that completing them effectively can bring to you and your district.

Understanding the factors that determine your district’s rating is the first step in maintaining, improving or establishing a credit rating. With this knowledge you can identify the potential impacts your district’s decisions could have on its rating. The strength of your district’s credit rating not only impacts the interest cost associated with debt issues, but also serves as an indicator to your community of the financial health of the district. Credit agencies do not just look at credit ratings at the time of a borrowing but also conduct ongoing surveillance of issuers to evaluate their credit health. You will also get answers the common questions such as, “If the District does this will it hurt our credit rating?”, “Which rating agency should the District use?”, “What questions are they going to ask?” and, “Does the District have to answer credit agencies’ surveillance questions even if it is not issuing debt?”
