2019 WASBO-WASPA School Personnel Academy
The Wisconsin Association of School Business Officials and the Wisconsin Association of School Personnel Administrators collaborate annually to provide this conference that will lead attendees on the Road to Excellence.

Human resources directors, business managers, superintendents, school board members, and school district employees in supervisory roles will all benefit from attending the School Personnel Academy. Over 10,000 Americans are reaching the age of Medicare eligibility (general age 65) each day. Often these individuals are deciding to remain employed full-time yet overlook their Medicare opportunity. This session is designed to help district personnel understand more about Medicare so you can help employees navigate the road of options available. There are pitfalls to watch for in terms of Medicare and HSAs as well as prescription drug issues. In addition to employees who are becoming Medicare eligible, schools have employees whose parents are becoming Medicare eligible and they don’t know where to turn. Following this session, attendees will have the resources they need to point people in the right direction.

WASB Organizational Consultants work as partners with school districts to build and strengthen trust between school board members and administrators as they work to provide excellence in education. One method that has proven helpful is to provide an assessment of the roles and responsibilities of staff utilizing a matrix developed specifically for school districts. This process can include a review and analysis of current districtwide and detailed central office department organizational charts and job descriptions as well as a review of current district organizational structures and reporting relationships. This session will outline the process, provide an overview of the matrix and discuss how it can be used to update staffing levels and position descriptions.

Your presenter has developed a year long "calendar" of due dates, communications reminders, school board template/agenda action items, and DPI report due dates so that a new superintendent or administrator would be able to step into a role and not feel like they are "missing something." Being new to the job is tough enough and there is a steep learning curve. The tickler provides new and veteran administrators alike some relief to their already stressful jobs.

This session will inform attendees on how to reduce the problem of educator sexual abuse of students that affects almost ten percent of students during their K-12 school career. In Wisconsin, this misconduct has been by classroom teachers, coaches, school counselors, bus drivers, building custodians, playground supervisors and administrators. Solutions on how to reduce and eliminate these instances will be provided through prevention instead of reactionary risk management. Review steps on how to properly investigate and report any type of sexual misconduct.

Review legal requirements for communicating with employees about reasonable accommodations, discrimination and harassment investigations and employee discipline/termination of employment. The session will provide guidance on how to conduct a reasonable accommodation interview, how to respond to an employee report of discrimination or harassment and how to interview an employee who is under investigation for misconduct, including issuance of a Garrity warning. The session will include live demonstrations with volunteers from the audience using fact simulations from recent court cases and school district experience. Audience members will have the opportunity to participate and to test their knowledge of the legal requirements in these complex and sometimes difficult situations. Moderators will share tools and guidelines for situation analysis and best practices.

Is a five dollar school supply gift card reportable income to the employee? What about Friday coffee and doughnuts? Can we buy dinner for employees who are working late to help with a big project without having to tax employees on the value of the meal? Do we have to report the $20 stipend a teacher receives for completing a Department of Education survey? Fringe benefits are being used more frequently to enhance the workplace and add value to compensation programs. From nap pods to student loan support, employers are evaluating fringe benefit options to help attract and retain great employees. School districts can avoid losing value in these programs if they know the tax implications up front. This session will provide a fast-paced discussion of the rules regarding the tax status of non-plan fringe benefits and other items of value in the workplace. Audience members will test their knowledge of the IRS fringe benefit tax rules with a quiz and will receive a quick reference chart with tax rules for the most common fringe benefits.

Manage your premises liability exposure with stronger contract language and comprehensive accident investigations Slip, trip and fall accidents will happen on your property despite your best efforts. We will focus on ways to reduce your district’s legal exposure when these situations occur. The first step is to add key insurance requirements to contracts with your vendors and contractors that protect your district.
