For those of you that have been through it, the process of issuing debt seems onerous – meetings, conference calls, paperwork, signatures, and a mountain of paper. While the pre-issuance process certainly involves many steps, post-issuance compliance is multifaceted as well. Fund 73 is the place to fund post-employment benefits. The balance in this account must tie back to an irrevocable trust balance. However, over the last ten years, these trusts have become more complicated as districts benefits change from continued health care to HRA contributions, create actively-funded post-employment benefits, and/or add 403(b) contributions and matches. This is an interactive workshop that walks through some of the rules and guidelines for the trusts and accounting., followed by some real-life scenarios for the audience to review and determine what the district should and should not do.

The Wisconsin Alliance is a group of Districts that have joined the Student Data Privacy Consortium through the DPI.  This consortium offers two tools at no cost to districts:  1) Sample contract language to use with vendors to provide a legal and consistent expectation for student data privacy and 2) A list of apps that meet the standards established and defined in the sample contract. You will leave this session knowing the criteria for selecting apps as well as who you can work with around the state when purchasing, selecting and negotiating software purchases.  If you don’t already have access to the consortium, we will also help you gain access to the resources.

A complicated and complex topic, this session will break down the IDEA regulation that requires LEAs to maintain local spending amounts on special education in exchange for the IDEA grant funds. Public Consulting Group (PCG) is the vendor responsible for overseeing School-Based Medicaid on behalf of the Department of Health Services (DHS). This includes operating the quarterly Medicaid Administrative Claiming (MAC) and Annual Medicaid Cost Settlement programs. As a new business manager, you will need to communicate with a wide variety of audiences.  You will need to share fiscal or financial information with the general public, with your staff, with the school board, as well as administrative colleagues.  Very few of these audiences will have an understanding of the mill rate, debits and credits, tertiary aid (don’t even think about mentioning negative tertiary aid!), or the impact of TIF districts.  But they all understand paying taxes.  And sometimes, that means that they *think* they know school finance.  This session will help you develop effective strategies and tactics to avoid jargon, clear up misunderstandings, and effectively reach a variety of audiences as you communicate important fiscal information.
