The Governmental Accounting Standards Board (GASB) continues to issue significant guidance that districts must follow to conform with Generally Accepted Accounting Principles (GAAP). This session will provide a brief overview of recently issued GASB Statements, including Statement 84 (Fiduciary Funds), Statement 87 (Leases), and related Implementation Guides. This session will also review current GASB projects, including potential changes to the financial reporting model, revenue and expense recognition, and note disclosures.

This session will showcase some of the GASB 84 implementation practices and reporting tools already being utilized by the presenting districts. Speakers will also review definitions of GASB 84 accounts and what constitutes application of this pronouncement. The first half will have individual presentations of each district's implementation tools and hiccups they may have experienced along the way. For those of you that have been through it, the process of issuing debt seems onerous – meetings, conference calls, paperwork, signatures, and a mountain of paper. While the pre-issuance process certainly involves many steps, post-issuance compliance is multifaceted as well. In this session, we will discuss the essential aspects of post-issuance compliance including spend down requirements, arbitrage/rebate calculations, continuing disclosure, and ensuring timely payment of debt service to avoid default. These topics are particularly relevant in the rapidly changing interest rate and regulatory environment.

Most state school funding comes through equalization and other general aids, but not all! Wisconsin has a number of aid programs targeted at specific needs like special education, transportation, or school libraries. Some are automatic or formula-based; others require specific claims or reports. This session will try to help you make sense of these "categorical" programs.

Fund 73 is the place to fund post-employment benefits. The balance in this account must tie back to an irrevocable trust balance. However, over the last ten years, these trusts have become more complicated as districts benefits change from continued health care to HRA contributions, create actively-funded post-employment benefits, and/or add 403(b) contributions and matches. This is an interactive workshop that walks through some of the rules and guidelines for the trusts and accounting., followed by some real-life scenarios for the audience to review and determine what the district should and should not do.

The Wisconsin Alliance is a group of Districts that have joined the Student Data Privacy Consortium through the DPI. This consortium offers two tools at no cost to districts: 1) Sample contract language to use with vendors to provide a legal and consistent expectation for student data privacy and 2) A list of apps that meet the standards established and defined in the sample contract. You will leave this session knowing the criteria for selecting apps as well as who you can work with around the state when purchasing, selecting and negotiating software purchases. If you don’t already have access to the consortium, we will also help you gain access to the resources.
