From a societal development perspective, education is fundamental to its progress.  The education we provide our children is arguably one of the most important things we can do as a community today. As children spend a large majority of their time in K-12 schools, it is crucial that the facilities in which they learn are healthy, sustainable, durable, and safe. Drawing on technical examples, lessons learned, and best practices from recent K-12 projects, the presentation will comprehensively explore and explain the challenges and key components necessary to execute successful retro-commissioning (RCx) projects in this sector. Executing projects within this domain is particularly significant, as they ultimately will impact student health as well as their ability to learn. For example, studies have shown increased indoor air quality has been attributed to a decreased amount of sick days among students and staff. Through this process of RCx, it is ensured that building systems are designed, installed, functionally tested, and capable of being operated and maintained in conformance with the current facility requirements. That is, the building will function per the occupants/owner’s expectations. Regardless of the cause of degraded performance, RCx ensures that anemic areas of system performance are identified and quantified such that corrective actions to bring the system back to its most optimal state are identified.  This is done through a prudent engineering process whereby existing systems are assessed and tested to determine the level of conformance with the current facility requirement. Retro-Commissioning main goals and objectives are to:   - Bring equipment to its optimal operating efficiency   - Reduce energy demands and cost   - Reduce complaints   - Increase occupants’ satisfaction and comfort   - Increase equipment life   - Improve indoor environmental quality   - Reduce staff time spent on emergency call   - Improve facility operation   - Decrease your monthly fixed costs   - Improve yearly equipment budget forecasting   - Keep project cost effectiveness to less than 3 years simple payback     This track will help you understand the Retro-Commissioning Process in its totality, financial & operational benefits, learn the benefits of Utilizing Incentive Funding from Focus on Energy, and help determine the expected results of implementing the RCx for K-12 facilities.

This session will provide you a glimpse of how we train school staff to handle challenging behaviors/children. There are several factors as to why students currently enrolled in our schools act very different than what we’ve experienced in the past. Techniques/approaches discussed will include: Verbal De-escalation, Conscious Discipline, Positive Behavior Intervention and Supports (PBIS), and from a Trauma Informed Care lens. Come learn how to build positive relationships and interact with “spirited” students in your schools.

With the passage of many facility referenda, Wisconsin facility managers have been tasked with oversight of billions of dollars in construction projects over the last decade. A facility manager's role in each of these projects can differ, but trust that you will be expected to lead, and that large projects can consume a facility manager for years at a time. This course is designed to give a brief overview of the stages of a referendum, from planning, through execution. We will review some pitfalls to avoid as well as opportunities that will present themselves.

There are always facility needs and operational challenges which require funds that are above and beyond what was anticipated. The Somerset School District has been facing mounting facility needs that have become overwhelming. After examining their buildings and operations, the district’s administrative team started an improvement process addressing staff training, energy performance, and a reprioritization of deferred maintenance projects focusing on operational costs. These efforts are providing operational savings and are being leveraged to quickly address building needs.

Can you confidently predict the maintenance and capital needs of your facility for  the next 5 years? How about 3 years? 1 Year? If you are like most K-12 facility managers, you dread sifting through  spreadsheets, folders and project data to create your budget. And after all is said and done, it is hard to have confidence that the financial plan you create is  accurate. Wouldn’t it be great if this information was easy to collect and feed an  accurate capital plan? In this presentation we will share a simple 5 step process for collecting facility  asset data for maintenance and planning. Topics covered will include:     - Collecting accurate data without taking your team away from maintenance   - Creating actionable reports with collected data   - Using data to implement a preventive maintenance plan

The Superior Area School District had considerable need for facility improvements. After years of discussions, there was finally the motivation to develop a long-term facility vision which allowed for the continued evolution of teaching and learning. The result of the process was the passage of a $92 million-dollar referendum which included replacing Cooper Elementary School, major additions and renovations to Superior High School, and other district deferred maintenance projects. How did the district establish facility solution priorities and what process determined the greatest needs of the district? The presentation will provide the strategies that lead to the Superior Area School District’s short and long-term facility and teaching vision.

Lead in water from an elementary school’s kitchen sink, 1.5 liters of mercury in a science classroom closet, visual residual mold growth and spores on roof decking, these are all environmental hazards CESA 10’s Facilities Management Department have found and safely removed in Wisconsin schools in the past six months. When is the last time you had someone evaluate your space for environmental concerns? If it has been more than a year, you’ll want to attend this presentation. Lance Gregorich, Environmental Health and Safety Manager, and Luke Krumenauer, Environmental Health and Safety Lead Consultant, will walk attendees through common areas where hazardous materials may be lurking, the benefits of conducting a chemical inventory, cost-effective methods to deal problem areas, and the best way to communicate solutions to the community.

Wisconsin school facilities, with thousands of buildings in various locations, are one of the largest energy consumers in the state. Nationally, school facilities spend millions of dollars annually on electric and gas expenses. Creating awareness and implementing changes in the way these facilities operate, school districts can better use taxpayer dollars and resources, conserve energy, improve efficiency, and increase occupant comfort.    With the recent release of Focus on Energy’s School and Government Facilities Energy Best Practices Guide, this presentation will focus on smart energy choices school districts can model to help build an energy-conscious culture and reduce energy expenditures for years to come. Attendees will hear real-life examples of schools utilizing energy-saving strategies and best practices to improve the system performance of their existing buildings. Make 2018 a year of savings! Many different constituencies utilize school district property, including students, employees, parents, and other individuals. With so many different individuals accessing district property, there are many different issues that are presented, including rights to access property, risk of injury, and safety concerns. In this respect, school officials must consider the legal issues posed by these issues. This presentation will provide guidance on many of the legal issues involved with these considerations, including access to property, negligence, surveillance, weapons, and other issues.
