Recognizing the significant contributions school business officials provide to their team and because you asked for sessions on Leadership this year’s Fall Conference theme "Leadership: Don't Wait to Be Asked!" provides a foundation as you get a chance to learn from your peers as they share leadership philosophies practiced in their districts.  This leadership track is for everyone so join fellow Business Managers, Facility Directors, Bookkeepers, District Administrators and Service Affiliates at The Osthoff Resort & Conference Center in Elkhart Lake, WI for WASBO's Annual Fall Conference. The conference kicks off with networking and the WASBO Foundation Fall Golf and Bike Scholarship Fundraisers on Wednesday, October 4, 2017.

At the WASBO Foundation Fall Conference on October 5-6, 2017, hear from Thursday's dynamic keynote speaker Tom Thibodeau as he addresses the keys to Servant Leadership. On Friday, we celebrate award winners for Shining Star and the Tina Hafeman Friend of WASBO. We will hear from Kathy Cooke and Michael Gallagher as they address "Courageous Leadership: The Opportunity to Inspire and Lead for Results." Attendees will also delve into over 40 breakout sessions in tracks for Human Resources, Best Practices/Money Savings/Innovative Solutions, Facilities Core Certification Module 4 & 5, Facilities Certification Continuing Education, and New Administrator/Year of Success. Along with enhancing your leadership skills, you will learn best practices, and network with your peers. Participants will return to their districts prepared to implement the philosophies learned from their colleagues. Register today!

As the tides shift towards a period of economic expansion, we find ourselves in a rising interest rate environment – a phenomenon that we have not witnessed in nearly a decade. For Wisconsin school districts, this creates an excellent opportunity to generate investment revenue, which has been lackluster in recent years. Conversely, rising interest rates increase borrowing costs on financings for short-term cash flow purposes or longer term capital projects. The past several budget cycles, the Waunakee School District has been using benchmark data to best align its budget to improved student achievement.  These budget and resource allocation decisions have contributed to Waunakee moving from a district that “Exceeds Expectations” to a district that “Significantly Exceeds Expectations” on the statewide school report card.  Recently the business officials at Kettle Moraine (another district that “Significantly Exceeds” and a peer of Waunakee) held a “data retreat.”  They discovered that while their report card scores were similar their districts made very different resource allocation decisions.     Attendees at this session will learn how Kettle Moraine and Waunakee are using data to improve budget practices and resource allocation with a goal of achieving high student results, while spending below the state average per pupil.  These districts are working together to share data, district practices and ideas for implementation.

Join us as we share insights and lessons learned on how McFarland navigated the multi-faceted facilities referendum process that led to a successful November 2016 vote supported by 66% of their community. The District-led effort incorporated staff and community-members input throughout the 12-month process. Learn how the District gathered input from stakeholders and thoughtfully educated their community. Through the assistance of the community, J.H. Findorff & Son Inc., Plunkett Raysich Architects, and Thought Exchange, they were able to identify district-wide needs, consider potential solutions, and give the entire McFarland community the ability to prioritize projects that ultimately became part of one of the largest referenda in state history.

This session will provide information about the many areas that need proactive forethought in coming to decisions about a school district’s cash reserve (fund balance) as it relates to its long-term financial health (including policies). A risk that has been around a while, but has only recently impacted the education sector, is ransomware. In late 2016, a school in Los Angeles chose to pay a ransom of $28,000 in the required bitcoin currency to have their files unlocked or be permanently prevented from accessing their files. Network security and cyber threats will not be diminished in the foreseeable future. Even with implementing stringent data protection standards; the vulnerability to being hacked or breached remains high, yet the number of schools that have developed risk management protocols around cyber remains low. K-12 facility management is never easy. We are challenged to maintain safe facilities with a high standard of service while dealing with constant changes in the built environment:    - Buildings today are 58 percent larger than facilities 50 years ago.   - Over half the buildings we manage were built before 1980.  - The average age of a facility team is 49 years old.    This changing environment has influenced 3 dangerous trends that are negatively impacting the way we manage and operate our buildings. Without addressing these challenges head on, the safety of our students and value of our assets under management are at risk.    This presentation dives deep into commissioned research on the most dangerous trends in K-12 facility management. We will offer advice for overcoming these trends and discuss proactive strategies for reducing facility operational costs.

As this is the first year of the state’s 2017-19 budget, information regarding changes in the Revenue Limit process will be provided to the level DPI has confirmation based on state laws.  Districts with Energy Efficiency Exemptions will need to spend time on the fourth page. We will cover your school district’s revenue limit calculations with the information we have to date. We will walk you through the steps you need to follow to complete your revenue limit calculation and help you understand how the spreadsheet works. West Bend School District was the winner of the M3 Safety Security Wellness Grant.  Students, as part of a classroom project, make workers compensation safety videos.  The videos have been well received by district employees and have been seen and used by others in the community.    This has the two fold effect of reducing workers compensation costs at the district and strengthening the relationship between the community and school district.    This presentation would tell how the project came about.  Show some of the videos and bring in a teacher and perhaps a student to explain how the project can be started at other districts.

Over the summer, the Supreme Court released its much anticipated decision in Krueger v. Appleton Area Sch. Dist. Bd. of Educ., in which it found that there are potentially numerous committees comprised of staff and administration that may now be subject to the Open Meetings Law. This session will provide a very basic overview of the Open Meetings Law requirements, as well as taking a deeper look at the practical ramifications of the Court’s ruling and providing guidance as to what school districts need to do to ensure compliance with the law going forward.

Diabetes is a rapidly growing health crisis in Wisconsin with alarming hidden productivity costs. In 2016, 9% of Wisconsin's adult population, or more than 400,000 people reported that they were diagnosed with diabetes. So, if you have 100 employees, this means around 9 of them are currently struggling with diabetes, and according to the American Diabetes Association, as many as 5 of them are struggling to manage the disease.     Poor control over a disease increases absenteeism and decreases productivity in the workplace. So, for those 5 employees struggling with diabetes, as an employer you lose an estimated 192 days per year in productivity due to uncontrolled diabetes which is costing you money and your employee's their happiness.    Managing diabetes is all about staying in the "safe zone" for blood glucose levels, and it's a constant balancing act. Throughout this session, we'll explore real-time support solutions that you can provide that will help your employees take control of their diabetes and overall improve the quality of life for Wisconsin public employees struggling with diabetes.

Kellie Bohn, Genoa City Jt. 2 School District Superintendent, and Kevin Hickman, Vice President & K-12 Referendum Communications Consultant, team up together to present a case study on how this district created a roadmap to pass both the facility and operating referenda.     Genoa City Jt. 2 School District, a 4K-8 district, was struggling to meet their current needs for staffing, programming and maintenance due to limited State funding. They were also going up against an aging elementary school that was impacting the quality of learning for students and experiencing a significant increase in unexpected maintenance costs, making them unable to address the ongoing issues.     To address these issues, the District went to the community with two referendum questions. The first was an operational referendum to allow them to meet their current budgetary needs, as well as to address their shortfalls in resources, programs and staffing. The second was to modernize the learning spaces to support the needs of today’s students. On February 21, 2017, voters approved of a $6.1 million referendum to build an addition and remodel the existing elementary school, as well as the approval of a $255k operating referendum.

With changes constantly occurring in the benefit world and new legislation being proposed, a benefit compliance audit is the solution.  In this session a sample audit survey will be reviewed that can be utilized to insure compliance with all of your benefits. The intersection between managing a benefits program, overseeing compliance, and how that interplays with technology (and HIPAA Privacy Rule requirements) will be discussed.

As of July 1, 2015, all subrecipients of Federal funds - such as those awarded under IDEA and Title I - were to have in place written procedures regarding cost management and verifying allowable costs in relation to those funds. For many school districts, the procedures existed in some fashion, but the written part needs to be fulfilled. These written procedures are monitored by DPI and audited by school district auditors. This session will briefly review the requirements before delving deeper by examining real examples submitted to DPI with the expectation that participants will gain a greater understanding of what constitutes compliant written procedures.

The three key “players” to any construction project will often determine how successful a project will be.  School districts typically do a great job at hiring a quality architect and an excellent construction manager.  The third key “player” sometimes is missing.  A knowledgeable school district staff that understands the construction process and the responsibilities of the “Owner” (school district) is imperative to maximizing value on a project and minimizing risk to a school district.  This session will outline some key roles of a school district has as part of a construction project.  Two excellent reference guides will be provided for school districts to use in preparation for their next project.  Key points from these guides will be reviewed during the session. The first publication is a joint effort by the Associated General Contractors (AGC) and the National Association of State Facilities Administration (NASFA) titled “CM/GC Guidelines for Public Owners”.  The second guide is “An Owners Guide to Construction and Program Management” by The Construction Management Association of America.
