The past several budget cycles, the Waunakee School District has been using benchmark data to best align its budget to improved student achievement. These budget and resource allocation decisions have contributed to Waunakee moving from a district that “Exceeds Expectations” to a district that “Significantly Exceeds Expectations” on the statewide school report card. Recently the business officials at Kettle Moraine (another district that “Significantly Exceeds” and a peer of Waunakee) held a “data retreat.” They discovered that while their report card scores were similar their districts made very different resource allocation decisions. Attendees at this session will learn how Kettle Moraine and Waunakee are using data to improve budget practices and resource allocation with a goal of achieving high student results, while spending below the state average per pupil. These districts are working together to share data, district practices and ideas for implementation.

Join us as we share insights and lessons learned on how McFarland navigated the multi-faceted facilities referendum process that led to a successful November 2016 vote supported by 66% of their community. The District-led effort incorporated staff and community-members input throughout the 12-month process. Learn how the District gathered input from stakeholders and thoughtfully educated their community. Through the assistance of the community, J.H. Findorff & Son Inc., Plunkett Raysich Architects, and Thought Exchange, they were able to identify district-wide needs, consider potential solutions, and give the entire McFarland community the ability to prioritize projects that ultimately became part of one of the largest referenda in state history.

This session will provide information about the many areas that need proactive forethought in coming to decisions about a school district’s cash reserve (fund balance) as it relates to its long-term financial health (including policies). The presenters will address sustainability and preplanned balances that protect programs, both instructional and non-instructional. A risk that has been around a while, but has only recently impacted the education sector, is ransomware. In late 2016, a school in Los Angeles chose to pay a ransom of $28,000 in the required bitcoin currency to have their files unlocked or be permanently prevented from accessing their files. Network security and cyber threats will not be diminished in the foreseeable future. Even with implementing stringent data protection standards; the vulnerability to being hacked or breached remains high, yet the number of schools that have developed risk management protocols around cyber remains low. K-12 facility management is never easy. We are challenged to maintain safe facilities with a high standard of service while dealing with constant changes in the built environment: - Buildings today are 58 percent larger than facilities 50 years ago. - Over half the buildings we manage were built before 1980. - The average age of a facility team is 49 years old. This changing environment has influenced 3 dangerous trends that are negatively impacting the way we manage and operate our buildings. Without addressing these challenges head on, the safety of our students and value of our assets under management are at risk. This presentation dives deep into commissioned research on the most dangerous trends in K-12 facility management. We will offer advice for overcoming these trends and discuss proactive strategies for reducing facility operational costs.

The revenue limit worksheet for 2017-2018, will have a four pages in-place of two pages, with larger print. As this is the first year of the state’s 2017-19 budget, information regarding changes in the Revenue Limit process will be provided to the level DPI has confirmation based on state laws. Districts with Energy Efficiency Exemptions will need to spend time on the fourth page. We will cover your school district’s revenue limit calculations with the information we have to date. We will walk you through the steps you need to follow to complete your revenue limit calculation and help you understand how the spreadsheet works. Participants are STRONGLY encouraged to bring laptops. You will have the opportunity to work on your district’s revenue limit worksheet during the session.

West Bend School District was the winner of the M3 Safety Security Wellness Grant. Students, as part of a classroom project, make workers compensation safety videos. The videos have been well received by district employees and have been seen and used by others in the community. This has the two fold effect of reducing workers compensation costs at the district and strengthening the relationship between the community and school district. This presentation would tell how the project came about. Show some of the videos and bring in a teacher and perhaps a student to explain how the project can be started at other districts.

Over the summer, the Supreme Court released its much anticipated decision in Krueger v. Appleton Area Sch. Dist. Bd. of Educ., in which it found that there are potentially numerous committees comprised of staff and administration that may now be subject to the Open Meetings Law. This session will provide a very basic overview of the Open Meetings Law requirements, as well as taking a deeper look at the practical ramifications of the Court’s ruling and providing guidance as to what school districts need to do to ensure compliance with the law going forward.
